ADAA: The First Integrated Electronic System that Supports Tracking Government Performance PDF Print E-mail
ADAA, a unique initiative launched by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai,

ADAA, a unique initiative launched by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, on the sidelines of Gitex Technology Week 2008 at the Ministry of Cabinet Affairs stand, is the first comprehensive, fully Arabised electronic system for managing government performance in different ministries, authorities and bodies of the federal government.

Accurate Performance Evaluation

The new system represents a comprehensive electronic tool for boosting the UAE government’s capability to track levels of performance in its different federal ministries and authorities directly through an electronic dashboard, by means of which the performance data is gathered, displayed and analysed in an accurate, scientific and methodical way, with the help of more than 300 performance indices – both strategic and operating – covered by the federal government’s strategies, ministries and authorities.

A first of its kind initiative in the Arab world, ADAA (Arabic for performance) reflects the far-reaching development and high professionalism of the federal government, not only in terms of adopting international performance evaluation criteria but also in terms of devising new criteria for developing government performance and communicating the best systems and practices from the private sector for efficient implementation in the government sector.

“This system provides ministers and CEOs of different ministries and federal authorities with an efficient tool and integrated framework for continuous follow-up of how far the application of the strategies, objectives and initiatives stated in their strategic plans has progressed”, said H.E Mohammed Al Gergawi, Minister of State for Cabinet Affairs.

“This significantly contributes to developing government performance in general and gives the people in charge a clear and precise picture as well as significant information to help them take decisions promptly and efficiently with the aim of improving the performance and adjusting the strategic direction of their  establishments,” he added.

Ohood Al Roumi, Executive Director of the Prime Minister's Office, said: “The ADAA system provides an integrated electronic platform aimed at supporting decision-taking in federal corporations by allowing a huge quantity of prompt and precise information to be available online for the people in charge at federal bodies concerning the levels of implementation of the strategic objectives and major initiatives of these authorities as well as the level of excellence of services. This will help in taking the appropriate decisions to improve and develop public services.”  “It is a source of pride and glory for the

UAE to lead the countries of the region in applying an integrated electronic system for tracking performance of all government bodies, based on an integrated set of performance indices that have been developed by the federal authorities in their strategic plans”, she said. “This will provide an integrated system of smart solutions for applying the concepts of quality and tracking the levels of performance in those authorities.”

Phased Implementation

Al Roumi explained that the system would be implemented in phases, noting that the first phase, which featured the implementation of a centralized system in the Ministry of Cabinet Affairs, had been completed and that the federal authorities would be able to input the performance results and track the indices.

The second phase would include a number of test projects to be carried out and a performance management system to be streamlined at the level of the departments and sections of a number of federal corporations, she said, adding that the third phase would see the system publicized at the level of the departments, sections and individuals of all federal corporations and would ensure that the objectives of these departments and their staff are linked to the strategic and operating objectives of ministries and those of the general strategic plan of the federal government.

Al Roumi emphasized that the ultimate goal of this platform was to link it with the electronic systems and databases existing in all federal authorities so that the performance results would be obtained without the need for inputting the data manually.

Many Advantages

As far as the advantages of the system are concerned, Al Roumi explained that “the new system will allow government authorities to communicate with the Ministry of Cabinet Affairs through the Prime Minister’s Office, which supervises the implementation and operation of the ADAA system.” “However, the system is not restricted to being a means of observation, measurement and analysis, but will also play an informative role regarding the best performance management methods and practices,” she said. By virtue of its electronic platform, the system will provide directors and performance management experts in government authorities with the latest updates with respect to developing performance levels and crystallizing the related expertise, including the ministry-prepared training guidelines, comparative studies, articles, surveys and researches by means of an electronic library to be incorporated into the system and online workshops.

The system will also ensure that all users are reminded of the significant dates related to the use of the system such, as the regular dates to input the results of projects and sending instant warnings to the users on their e-mails and mobile phones.

In designing the ADAA system, the highest levels of information confidentiality have been ensured and the powers related to accessing the system have been determined at the level of both the user and the authority.

This means that every authority will be able to view and deal with only its own performance-related information.

It is expected that ADAA will contribute significantly to boost government performance in general, giving a clear and accurate picture and furnishing significant information that will help the people in charge take prompt and efficient decisions to improve their corporations’ performance and adjust the strategic direction of these corporations.

Boost to eGovernment

In terms of the way it was launched, the ADAA system represents the latest phase in the development of eGovernment since His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, announced the launch of Dubai eGovernment in 1999 as the first Arab eGovernment in the region.

By virtue of this system, the UAE government will be available online round the clock, enabling the leadership to be briefed regularly on the results of the activities of ministries and the performance of the government in general. However, the importance of this system and the quantum leap that will take place in the performance of the government sector will come to light at the time of implementation of the final phase, which will lead this integrated electronic platform to be linked with the electronic systems and databases existing in all federal authorities.
