The United Nations report evaluating eGovernments around the world has ranked the United States eGovernment at the top of the list. It was chosen as the best government portal. We present this detailed evaluation of the American portal, in an effort to learn from its strengths and success factors.
Blue and Red Power The colors of the portal are inspired by the red and blue colours of the American flag, reflecting the national identity of the country. This portrayal of the cultural identity of the country should be one of the important elements in a portal design. Except for a small advertising window on top of the page, and a picture in the right corner, the site is free of any drawings or artistic elements. It maintains the white background and clearly defined lines on all pages. The spaces are divided according to content priority. The important issues occupy a bigger space starting from the top left corner down towards the right, which is the normal eye movement direction for English readers.
Index Cards with Citizen First The links on the site are done in index cards fashion, a common sys- tem in all e-sites. The portal has four cards: Businesses, Federal employees, Government-to-government, but the first one that appears on the portal is Citizens. It is the main segment the portal tries to portray in harmony with the general principles of eGovernments: “Citizens First”.
Government Establishments Index This part of the portal is constant through all the pages and cards. The portal designers have invested immensely in creating a complete index of all government establishments in the United States of America. The Federal, local or regional, and even international, includes embassies.
Using the Guide and the Trainer This style is one of the best features of the portal. Every transactions requires entering few pages of reference data to find an easy division of procedures that guides the visitor step by step. It has an interactive link that operates as an e- trainer in case the visitor faces any ambiguity filling the e-Forms. The visitor finds this site especially helpful in the e-employment section. Job seekers can find thousands of jobs, some of them in the Middle East, especially jobs related to translation into the Arabic Language, a field that is growing rapidly.
Executives Index This is an inclusive index of all the executives in the American State Department. It is a complete service by itself. The portal has spared the visitor the pain of browsing through a whole list to contact one of the executives. It has gathered all that on one page. It starts with a governmental pyramid, starting with the President of the United States and ends with executives in local government departments.
Citizens Contribution The portal gives an opportunity for citizens to register their suggestions for improving the contents of the portal with information and useful links. This explains the astonishingly enormous amount of information. This ensured the United Nation’s Report to especially appraise this vast amount of information available to the visitor. The portal allows for suggestions and adds to the contents through one link, clearly visible on the main page. It encourages societal contribution in the structure of the e-portal.
